  A major reason that many community-based initiatives don’t reach their desired goals and objectives is because there is no attempt or only a minimal attempt early on in project’s life to develop a project culture.
 
 


Introduction

The CEHC Project Design and Implementation Planning (PDIP) Subsystem consists of a 2-1/2 day workshop entitled the "Project Culture Development" (PCD) Workshop. A major reason that many community-based initiatives don’t reach their desired goals and objectives is because there is no attempt or only a minimal attempt early on in project’s life to develop a project culture – to get significant project personnel on the same page with regards to project goals and objectives, strategies and tasks, timelines, and assignments.

When asked, most CBI personnel are not clear about what the goals and objectives of their project are, nor what the strategies needed to achieve those goals and objectives should be. Even when CBI leaders are able to provide some clarity, that clarity is usually not shared by all project personnel, some of whom are identified by their leaders as responsible for strategies or tasks critical to achieving project goals. The sharing of a project culture can be even more elusive in projects with multiple stakeholders or projects which required collaborations with multiple organizations. The strategies needed to develop a project culture are often not considered important enough to build into funding proposals, and as such is not included as an important activity to undertake after the project is funded.

The purpose of the PCD Workshop is to bring significant project personnel to a consensus regarding project goals & objectives, strategies & tasks, timelines, and assignments. Once such consensus is achieved, a project design and implementation plan is developed through the creation of a logic model which shows the relationship between project components.

The PDIP is informed by all three of the CEHC paradigms. The Cultural Systems Paradigm (CSP) is used when necessary to generate overall project goals and long term objectives. The Cultural Systems Approach to Change (the CSAC) is used to situate overall goals and objectives into categories of instrumental and process input programs. The Cultural Systems Approach to Program Planning, Implementation, and Evaluation (the CSAPPE) is used to link specific long-term goals and objectives to specific instrumental and process input programs, and to generate the immediate and intermediate project objectives associated with them. The logic model which is generated by the PCD Workshop is a visual illustration of the process paths between specific strategies and tasks found in instrumental and process input programs, and the specific long term objective and goal achievements to which these tasks and strategies are linked.

The logic model and the workshop are completed with the development of a Project Implementation Plan. This plan includes taking the project’s goals and objectives as well as the strategies and tasks associated with achieving them, and divides them into phasic timelines (e.g., every three months), creating tables of the specific project staff assigned to achieve the tasks, strategies, and objectives of each phase.
